Amends Public Resources Code to add legislative intent that California Conservation Corps conduct outreach to underrepresented groups including women, nonbinary youth, foster youth, homeless youth, youth with disabilities, LGBT+ youth, tribal youth, justice-impacted youth, and youth of color.

Authorizes the director to enter into contracts up to $929,000 (as adjusted) for professional services including construction and design that are necessary for maintenance, service, and improvement of real property used by the corps as a long-term operational base.

Authorizes the director to lease facilities with California Native American tribes, federally recognized tribes, federal/state/local public agencies, or private organizations concerned with the corps' objectives, subject to director determination that the lease is needed for corps purposes.

Creates new Section 14310.5 requiring corpsmembers who complete a minimum of 850 hours of satisfactory service on Brad Duncan Scholarship-eligible activities and meet minimum qualification standards to receive hiring priority at state agencies.

Adds legislative intent that the corps embed environmental justice, cultural competency, and diversity, equity, and access concepts within its training and education curriculum.
