Amends Section 9112 of the Government Code to clarify that authorized State Capitol Building Annex projects include "construction, deconstruction, and infrastructure work" in addition to previously listed work types.

Expands the scope of phased projects that the Joint Rules Committee may pursue, including a visitor center, relocated and expanded underground parking facility, and related construction or deconstruction work.

Maintains existing provisions requiring the Department of General Services to administer and supervise all work under agreements with the Joint Rules Committee and Department of Finance.

Preserves exemptions from the State Contract Act, California Environmental Quality Act limitations, and seismic safety requirements for projects including California Highway Patrol office space or emergency dispatch centers.

Requires prevailing wages to be paid to all workers employed on projects subject to this article, in accordance with California Labor Code provisions.
