Requires the Department of Food and Agriculture to fund research on measuring smoke compounds in winegrapes and wine, and methods to mitigate or prevent smoke damage, upon appropriation in the 2022 Budget Act.

Establishes a nine-member advisory committee appointed by the Secretary, including four winegrape growers, four vintners, and one public California university representative with smoke impact expertise, to review and recommend research proposals for funding.

Authorizes the Secretary to accept advisory committee recommendations and disburse funds unless determining a proposal is not practicable or in the industry or public interest, requiring written explanation within 15 days if rejecting a recommendation.

Sunsets the funding program on January 1, 2028, or when all appropriated funds are disbursed, whichever is later, with the section repealing on January 1, 2029.

Cites $3.7 billion in estimated losses from 2020 wildfires alone and notes the California wine industry generates $57.6 billion annually and employs 325,000 Californians.
