Requires the State Department of Education to develop evidence-based curriculum, instructional materials, and professional development resources related to personal finance topics for pupils.

Mandates the department communicate to school districts, county offices of education, and charter schools about financial literacy content in state frameworks and strategies for expanding financial education instruction.

Requires the department to review financial education curriculum available to local educational agencies on an ongoing basis and maintain an updated list of financial literacy resources on its website.

Directs the department to provide guidance for professional development on financial literacy instruction and develop standards-based protocols for classroom volunteers teaching financial education.

Implementation is contingent upon an appropriation of funds by the Legislature in the annual Budget Act or another statute.
