Requires the State Air Resources Board member appointed by the Senate Committee on Rules to represent a small business employing fewer than 50 full-time employees, effective January 1, 2025

Maintains existing requirement that both the Senate Committee on Rules and Speaker of the Assembly each appoint one board member who works directly with communities most significantly burdened by and vulnerable to high levels of pollution

Makes technical language updates replacing gendered pronouns with gender-neutral language throughout the statute
