Establishes the Homeless Courts Pilot Program administered by the Judicial Council to provide comprehensive community-based services to chronically homeless individuals involved with the criminal justice system through January 1, 2027.

Requires grant-funded programs to provide minimum services including diversion programs for charge dismissal, public defender representation, supportive housing during program participation, mental health services, substance abuse treatment, and a county representative for housing assistance.

Gives preference to programs offering weekly mental health and substance abuse counseling, job training, court-conditional releases to residential treatment programs, and licensed medical practitioners for medication-assisted treatment.

Requires the Judicial Council to establish performance-based outcome measures tracking participant demographics, housing placements, treatment success rates, and criminal justice involvement, with participating courts submitting quarterly data.

Mandates the Judicial Council submit a comprehensive evaluation report to the Legislature by July 1, 2026, assessing program success, challenges, and recommendations for improvement, with an unspecified General Fund appropriation for program administration.
