Permits detached accessory dwelling units to include detached garages as part of the structure.

Requires permitting agencies to approve or deny accessory dwelling unit applications within 60 days and provide written feedback listing defects if denied.

Prohibits local agencies from establishing front setback limits that would prevent construction of at least an 800 square foot accessory dwelling unit.

Defines "permitting agency" to include planning departments, building departments, utilities, and special districts involved in accessory dwelling unit review.

Incorporates amendments from Senate Bill 897 if both bills are enacted and AB 2221 is enacted last, with no reimbursement required from the state.
