Establishes the Golden State Social Opportunities Program, administered by the Department of Health Care Access and Information, to provide grants to postgraduate students at University of California, California State University, or independent institutions of higher education.

Provides grants of up to $25,000 per year for up to two years to students who commit to working in a California-based nonprofit organization for 2 years after completing their postgraduate program.

Grant recipients must satisfy requirements to become an associate clinical social worker, associate professional clinical counselor, associate marriage and family therapist, or registered psychological associate upon program completion.

Prioritizes grants first to current or former foster youth and homeless youth, and second to individuals already employed at California-based nonprofits.

Appropriated funds from the 2022 Budget Act are available for use until June 30, 2028, and grant funding must supplement rather than replace other grant-based financial aid.
