Requires peace officer evaluations by physicians or psychologists to assess candidates for bias against race, ethnicity, gender, nationality, religion, disability, or sexual orientation as part of minimum fitness standards.

Expands recognized accreditation standards for peace officer education requirements to include organizations holding full membership in Cognia, in addition to existing accreditation bodies like AdvancED.

Incorporates provisions from SB 960 into Section 1.5, which becomes operative only if both bills are enacted and AB 2229 is enacted after SB 960.

Changes citizenship requirement from "citizen of the United States or permanent resident who is eligible for and has applied for citizenship" to "legally authorized to work in the United States under federal law" if SB 960 provisions become operative.

Takes effect immediately as an urgency statute.
