Requires CalWORKs temporary shelter benefits to be provided as a one-time payment for 16 calendar days when granted, instead of the previous structure of an initial 3-day benefit followed by weekly extensions.

Maintains the shelter benefit amounts of $85 per day for families of up to 4 members and $15 per day for the 5th and additional members, up to a daily maximum of $145.

Expands the definition of homelessness to include families that have received any notice that could lead to eviction, regardless of the circumstances cited in the notice.

Requires counties to provide housing navigation caseworkers and housing case management services if they require homeless assistance recipients to participate in a homelessness avoidance case plan.

Becomes operative on July 1, 2024, or upon Statewide Automated Welfare System (SAWS) automation completion, whichever is later, and only with appropriate appropriation.
