Requires covered schools (school districts, county offices of education, charter schools, private schools, California Community Colleges, and California State University) to ensure facilities have HVAC systems meeting minimum ventilation rates in Table 120.1-A of Title 24 California Code of Regulations, unless existing systems cannot safely provide those rates.

If existing HVAC systems cannot meet current ventilation standards, covered schools must maintain ventilation rates in effect when the building permit was issued and document this limitation in annual HVAC inspection reports available to the public.

Requires covered schools to install air filtration achieving MERV 13 or higher efficiency levels where feasible, or the highest MERV level feasible without significantly reducing existing HVAC system performance.

Directs the California Building Standards Commission and Division of the State Architect to research and propose mandatory standards for carbon dioxide monitors in classrooms during the next triennial update of the California Building Standards Code.

Requests but does not require University of California to comply with these requirements, making compliance applicable only by Regents resolution.
