Requires local agencies to compile lists of information needed for postentitlement phase permits, post examples of complete approved applications for at least 5 housing types, and make these available online by January 1, 2024.

Establishes 15 business day deadline for local agencies to determine if postentitlement phase permit applications are complete, with applicants able to cure deficiencies within specified timeframes.

Sets review timelines of 30 business days for projects with 25 or fewer units and 60 business days for projects with 26 or more units to approve or request revisions, with failure to meet deadlines constituting a violation of the Housing Accountability Act.

Requires larger jurisdictions (population 75,000+ or in counties with 1,100,000+) to provide online permitting systems by January 1, 2024, with smaller jurisdictions having until January 1, 2028, and allows email submissions until online systems are established.

Modifies the definition of "affordable housing project" to require either 55-year affordability restrictions for rental housing and 45 years for owner-occupied housing, or participation in equity sharing agreements.
