Adds neuromuscular blockers to the list of excluded drug classes that optometrists cannot use without explicit FDA approval.

Authorizes optometrists certified to treat glaucoma to obtain certification to perform advanced procedures including laser trabeculoplasty, laser peripheral iridotomy, laser posterior capsulotomy, excision of adnexal lesions, and corneal crosslinking after completing specified education, training, and examination requirements.

Requires optometrists performing advanced procedures to complete a Board-approved 32-hour course, pass the National Board's Laser and Surgical Procedures Examination, and complete a training program with hands-on experience on simulated eyes and a minimum of 43 procedures on live patients under direct supervision.

Mandates optometrists performing advanced procedures report adverse treatment outcomes requiring referral to another health care provider to the State Board of Optometry within three weeks and attest to performing each authorized procedure at each license renewal.

Requires the State Board of Optometry to compile and publish reports summarizing adverse outcome data and interventions, and to set certification fees by regulation.
