Requires regional transportation improvement programs to be consistent with sustainable communities strategies, alternative planning strategies (if applicable), and state and federal air quality standards under the Clean Air Act.

Prohibits expenditure of funds from local transportation tax measures passed on or after January 1, 2023, until the funded projects are included in the most recently adopted sustainable communities strategy or alternative planning strategy of the applicable regional transportation planning agency.

Applies the same funding restriction to tax measures passed before January 1, 2023, if the entirety of fund collection and expenditure is scheduled to occur on or after January 1, 2023.

Prohibits the state from using state funds for projects that increase single-occupancy vehicle capacity unless the project is in an adopted sustainable communities strategy or alternative planning strategy, provides sufficient mitigation to prevent increased greenhouse gas emissions, and the metropolitan planning organization finds it advances other regional goals such as safety, freight travel, maintenance, or equity.

Imposes a state-mandated local program on regional transportation planning agencies and county transportation commissions, with reimbursement procedures to be established by the Commission on State Mandates.
