Clarifies that "religious-use parking spaces" applies to both existing parking spaces at places of worship and parking spaces required for newly constructed places of worship.

Limits elimination of religious-use parking spaces in religious institution affiliated housing projects to 50% of existing spaces (for existing places of worship) or 50% of spaces that would be required for new places of worship.

Prohibits local agencies from requiring replacement of eliminated religious-use parking spaces or curing preexisting parking deficits as a condition of project approval.

Allows remaining religious-use parking spaces to count toward the minimum parking requirements for the housing development project, except where doing so would reduce requirements below one space per unit.

Does not reduce requirements for electric vehicle supply equipment parking spaces or accessible parking spaces for persons with disabilities.
