Extends existing school zone and youth facility enhancement penalties to fentanyl violations, imposing additional state prison sentences of 1 year for violations near playgrounds and childcare facilities, and 2 years for violations near schools.

Clarifies that no state reimbursement is required for local enforcement costs under the California Constitution.
