Department of Toxic Substances Control must contract with a multistate chemical data collection entity to implement a publicly accessible PFAS data collection interface by January 1, 2026.

Manufacturers of PFAS or products containing intentionally added PFAS must register on the interface by July 1, 2026, and annually thereafter if the products were sold, distributed, or imported into California during the prior calendar year.

Manufacturers must report product name, UPC, purpose of PFAS use, identity and amount of PFAS compounds, quantity sold or imported, and manufacturer contact information.

Violations are subject to civil penalties under existing hazardous waste control laws, but not criminal penalties.

Exemptions apply to products regulated by the FDA as drugs, medical devices, dietary supplements, or medical equipment, and to animal products regulated under federal laws.
