Appropriates $100,000,000 from the General Fund to the State Water Resources Control Board for grants and direct expenditures addressing water quality problems in California-Mexico cross-border rivers.

Funding available for projects consistent with the New River Water Quality, Public Health, and River Parkway Development Program and water quality projects for the Tijuana River.

Allocates 5% of funding for State Water Resources Control Board administrative costs and 5% for Office of the Attorney General enforcement costs.

Prioritizes funding for projects with committed funding from the United States, Republic of Mexico, State of Baja California, or cities of Tijuana or Mexicali.

Allows funding for activities in Baja California through eligible recipients subject to California court jurisdiction and requires grant conditions including progress reports and 30-year maintenance commitments.
