Mandates the Commission submit collected information annually to appropriate legislative committees and post it on its website, broken down by each disaster, with the Commission president presenting a summary to lawmakers.

Authorizes the Commission to make submitted information public consistent with its procedures, including confidentiality rules under Section 583 and General Order 66-D.

Limits the Commission's authority to avoid duplicative data requests and clarifies the section does not modify existing wireless and wireline provider resiliency requirements adopted in prior commission decisions.

Exempts the state from reimbursing local agencies or school districts for costs incurred under the bill as permitted by constitutional provisions regarding state-mandated programs related to crimes or infractions.
