Adds two local government officials to the broadband advisory committee: one appointed by the Speaker of the Assembly and one appointed by the Senate Rules Committee

Local government members must be city, county, or city and county elected officials and serve at the pleasure of their appointing authorities

Requires the broadband advisory committee to meet monthly for the first 12 months after the effective date, then quarterly thereafter

Maintains existing reporting requirements to legislative budget committees including network length, construction progress, internet service provider usage, household projections, and expenditures
