Expands authority for public agencies (cities, counties, city-counties) to finance wildfire safety improvements through voluntary contractual assessments in areas designated as very high or high fire hazard severity zones by the State Fire Marshal.

Defines wildfire safety improvements to include permanent improvements identified by the Department of Forestry and Fire Protection, including defensible space Zone 1 improvements, but excludes temporary vegetation management unless necessary for installing permanent improvements.

Permits wildfire safety improvements to be acquired or constructed during property rebuilding or reconstruction if they are in addition to and were not part of the property before fire destruction or damage.

Allows property owners to purchase equipment and materials directly and contract for installation of wildfire safety improvements with written consent of authorized public agency officials.

Sunsets the authority on January 1, 2029, requiring legislative action to continue the program beyond that date.
