Eliminates county authority to extend IHSS assessments beyond 12 months and replaces it with an alternative annual reassessment process for recipients with stable needs.

Defines "recipients with stable needs" as those 18 or older with at least one active provider, prior in-person assessment and reassessment, and no more than 25% change in assessed needs from the prior assessment.

Allows alternative annual reassessment to be conducted by telephone, video, or in-person at recipient's choice, unless factors trigger in-person reassessment (such as adult protective services referral, fraud investigation, or conservatorship).

Permits recipients with stable needs to receive alternative annual reassessment for 2 consecutive years; every third year requires a full reassessment.

Requires the State Department of Social Services to provide implementation instructions and forms to counties by October 1, 2023, with county implementation beginning January 1, 2024, or when automation support is available through the Case Management Information and Payrolling System, whichever is later.
