Establishes the Golden State Apprenticeship and Vocational Training Emergency Assistance Grant Program under the Student Aid Commission to provide one-time grants of $1,000 to $3,000 to eligible California residents in financial need.

Requires applicants to be California residents enrolled in state-approved apprenticeship or vocational programs, not simultaneously enrolled in other postsecondary institutions, and to self-certify financial need.

Allocates one-half of program funding specifically for grants to applicants with one or more dependent children under 18 years of age.

Permits grant recipients to later transition to public postsecondary institutions and allows grants to cover education-related expenses including food, housing, tools, training manuals, and childcare.

Requires the Student Aid Commission to report to the Legislature by December 31, 2023 on grant distributions and allows the commission to use up to 1 percent of appropriated funds for administrative costs.
