Requires state-owned or operated traffic-actuated signals to include leading pedestrian intervals (3-7 second head start for pedestrians) upon first placement or replacement of the signal.

Mandates installation, activation, and maintenance of accessible pedestrian signals and detectors that provide audible tones, speech messages, and vibrotactile feedback for blind and low-vision pedestrians upon first placement or replacement of state-owned or operated traffic-actuated signals.

Requires existing state-owned or operated traffic-actuated signals capable of remote or in-person programming to be programmed with leading pedestrian intervals during maintenance work in residential districts, business districts, safety corridors, school zones, and areas with high pedestrian and cyclist concentration.

Exempts requirements when prohibited by the California Manual on Uniform Traffic Control Devices.
