Expands California College Promise fee waiver eligibility to include returning community college students, defined as students who have taken a break of two or more semesters or equivalent quarters.

Maintains the existing exclusion that students who have previously earned a degree or certificate from a postsecondary educational institution are not eligible for the fee waiver.

Limits fee waivers to two academic years for eligible first-time and returning students enrolled full-time (12 or more semester units, or fewer for certified disabled students) who submit a Free Application for Federal Student Aid or California Dream Act application.

Allows Armed Forces members called to active duty to withdraw from the California College Promise without losing eligibility and exempts their time on active duty from counting toward the two-year participation limit.

Requires the Chancellor's office to submit a report by July 1, 2024, evaluating whether California College Promise funding is meeting legislative goals outlined in Education Code Section 76396.1.
