Renames the main courthouse of the Superior Court of California, County of Merced, located at 2260 N Street in Merced, as the Charles James Ogletree, Jr. Courthouse.

Overrides Section 70391 of the Government Code to permit naming the courthouse after a living person rather than only after deceased persons or physical locations.

Recognizes Charles James Ogletree, Jr.'s contributions to law, civil rights, and education, including his work as a Harvard Law School professor, representation of Anita Hill during Clarence Thomas's confirmation hearings, and efforts to secure reparations for survivors of the 1921 Tulsa Race Massacre.

Declares the bill an urgency statute effective immediately to advance recognition of Ogletree during his lifetime given his current health circumstances.
