Requires the Governor to disclose when a prospective appointee has made a contribution of $1,000 or more to the Governor's campaign or a committee organized to benefit the Governor's campaign within the 12 months before the appointment announcement.

Mandates that such disclosures be made in any public announcement of the appointment, whether oral or written, and must include the contribution amount.

Directs the Secretary of State to submit annual reports to the Legislature detailing all contributions disclosed under this requirement, including the appointee's name and contribution amount.

Establishes that the Secretary of State's reporting requirement expires on January 1, 2027.
