Authorizes LA Metro to provide a 5% bid preference for local small business enterprises in construction, design-build work, goods procurement, and services delivery.

Allows LA Metro to extend the 5% preference to nonlocal businesses if their bid includes at least 30% participation by local small business enterprises.

Extends the deadline for LA Metro to set aside contracts for certified small business enterprises and medium business enterprises from January 1, 2024, to January 1, 2028.

Increases the expenditure threshold for small business enterprise set-asides from less than $3,000,000 to less than $5,000,000, and increases the minimum threshold for medium business enterprise set-asides from $3,000,000 to $5,000,000.

Requires LA Metro to submit a report to the Legislature by December 31, 2026, detailing contracts awarded between January 1, 2019, and December 31, 2026, including the number of employees at medium business enterprises receiving awards.
