Changes California's CalWORKs program requirement from permissive to mandatory: counties must waive program requirements for recipients identified as past or present victims of abuse when good cause is determined to exist.

Waiver determinations must follow the good cause standards in Section 11320.3(f)(2) and must be reevaluated during routine periodic county reevaluations.

Counties may use existing standards, procedures, and protocols currently available until new regulations are implemented, and must identify these in their county plan.

Excludes this act from the continuous appropriation under Section 15200 of the Welfare and Institutions Code, meaning state funding is not automatically provided for implementation.

Requires reimbursement to local agencies through the state mandate reimbursement process (Government Code Part 7) if the Commission on State Mandates determines the act imposes state-mandated costs.
