Requires the Secretary of the Natural Resources Agency to prepare and submit annual reports to the Legislature beginning March 31, 2024, on progress toward achieving the 30x30 goal of conserving 30% of California's lands and coastal waters by 2030.

Mandates the Natural Resources Agency prioritize six specific actions including creating the 30x30 Partnership, conducting public outreach to marginalized communities, supporting tribal leadership, and enhancing coordination between state, local, and federal agencies.

Annual reports must include acres conserved, funding expended by category, progress on near-term priority actions, equity initiatives benefiting tribes and community-based groups, identified barriers, and interim benchmarks for the following year.

Establishes legislative findings that approximately 1,000,000 plant and animal species face extinction risk and that California's conservation efforts must address historical inequities in land access for Native American Tribes, people of color, and low-income communities.
