Requires the Department of Justice to conduct inspections of all firearms dealers at least once every three years, commencing January 1, 2024, to ensure compliance with firearms law.

Exempts dealers located in jurisdictions with their own firearms compliance inspection programs from the portion of the department's annual fee that covers inspection costs.

Specifies that dealer record audits during inspections must include sampling of at least 25 percent but no more than 50 percent of each record type.

Authorizes the Department of Justice to inspect exempt dealers to verify compliance with firearms law, even though they are exempt from mandatory inspections.

Maintains the existing annual fee cap of $115 to cover costs of maintaining the dealer list and conducting inspections.
