Requires the Superintendent of Public Instruction to allocate funding to school districts, county offices of education, charter schools, and state special schools for purchasing standards-aligned instructional materials in media literacy and digital literacy for kindergarten through grade 12.

Allocates funds on a per-unit basis of regular average daily attendance as reported in the 2019-20 fiscal year, with funding available for encumbrance through the 2025-26 fiscal year.

Permits use of funds for professional development in digital literacy and media literacy for certificated employees, administrators, and paraprofessional educators, aligned to state board-adopted model school library standards.

Defines "digital literacy and media literacy" to include cyberbullying prevention, digital literacy skills, information literacy, internet safety, media literacy, news literacy, and synthetic media understanding.

Makes the program contingent upon an appropriation being made in the annual Budget Act or another statute.
