Renames the "California Ocean Trust" to the "California Ocean Science Trust" and makes conforming changes throughout the Public Resources Code

Authorizes the trust to administer grants and expenditures from private and public fund sources, including direct appropriations from the annual Budget Act and block grants from state agencies

Authorizes the trust to engage with scientific experts through convenings, panels, workshops, and symposia to provide peer reviews, technical guidance, and scientific reports to state agencies on ocean resource management topics

Adds climate change adaptation and equitable solutions as explicit purposes of the trust, requiring it to encourage coordinated approaches that "accelerate equitable climate change adaptation"

Repeals the requirement for the Secretary of the Natural Resources Agency to report to the Legislature on coordination of ocean resource management science
