Recodifies the Carpenter-Presley-Tanner Hazardous Substance Account Act by moving it from Chapter 6.8 (Section 25300) to new Division 45 (Section 78000) of the Health and Safety Code, with all provisions intended to be entirely nonsubstantive in effect.

Establishes that the recodification does not substantively change existing law and provides procedures for interpreting references to the former code sections, ensuring consistency with prior judicial decisions and maintaining all existing rights and obligations.

Authorizes the California Law Revision Commission to study and recommend minor substantive improvements to the recodified act, consistent with a prior legislative resolution requesting modernization of the statute's organization and expression.

Becomes operative on January 1, 2024, allowing time for conforming revisions to regulations and references throughout state law to reflect the new code sections.
