Requests the California Council on Science and Technology to conduct a study within 12 months analyzing the role of hydrogen underground storage facilities and hydrogen infrastructure in California's long-term greenhouse gas reduction strategies

Study must analyze demand for hydrogen across electrical grid, transportation, fuel switching, and other applications needed to meet state greenhouse gas reduction goals

Study must examine financial viability and cost-effectiveness of hydrogen technologies, identify suitable storage locations, and analyze existing regulations and costs associated with repurposing facilities for hydrogen storage

Study must include policy recommendations for safely, affordably, and effectively creating hydrogen underground storage to meet forecasted demand

Council must transmit completed study to the Public Utilities Commission and appropriate policy and fiscal committees of the Legislature for consideration
