Expands eligibility for the Independent Living Program (ILP) to current and former foster youth up to 22 years of age, subject to legislative appropriation and federal government approval.

Requires the State Department of Social Services to update ILP standards, establish core services that all county programs must provide (including homelessness prevention services), and develop guidelines for county ILP plans within specified timeframes.

Expands the stipend program for emancipated foster youth to cover additional independent living needs including communications equipment, work-related supplies, and training equipment, with eligibility extended to age 25 subject to appropriation.

Requires counties to submit ILP operational plans to the state within 9 months and fully implement them within 12 months of receiving implementing instructions.

Directs the department to report to the Legislature during 2023-24 budget hearings on funding needed to expand ILP eligibility and stipends to age 23, with automation requirements becoming operative July 1, 2024 or when the statewide child welfare system can support them, whichever is earlier.
