Prohibits retail establishments from refusing to sell nonprescription contraception to customers based on age or characteristics protected under the Unruh Civil Rights Act (sex, race, color, religion, ancestry, national origin, disability, medical condition, genetic information, marital status, sexual orientation, citizenship, primary language, or immigration status)

Bans requiring customers to present identification to demonstrate age or other characteristics as a condition of purchasing nonprescription contraception

Establishes a civil penalty of $25,000 per violation, with enforcement authority granted to local health officers, city attorneys, district attorneys, and the Attorney General

Exempts retail establishments from criminal penalties under existing drug and cosmetic law for violations of this section

Defines "retail establishment" to include pharmacies, grocery stores, and other retail vendors that sell nonprescription contraception directly to the public
