Requires the California Infrastructure and Economic Development Bank to collaborate with the California Pollution Control Financing Authority to establish a task force examining regulations and requirements for the Small Business Expansion Fund and California Capital Access Fund.

Task force shall consist of six members: two appointed by the Speaker of the Assembly, two by the Senate President pro tempore, and two by the Governor.

Task force must determine whether current regulations allow participation of responsible financial institutions and products while preventing those with unfair or abusive practices from accessing these funds.

Task force shall consult with financial institutions and small business borrowers to identify favorable and unfavorable regulations, and determine why some institutions choose not to participate in these programs.

Requires task force to submit findings and recommendations to the Legislature and Governor by June 15, 2024, with the task force repealing on January 1, 2025.
