California Public Utilities Commission must evaluate all customer renewable energy subscription programs by March 31, 2024, to determine if they efficiently serve customers, minimize duplication, and promote low-income participation, with authority to terminate or modify programs that fail to meet these goals.

Commission must establish a community renewable energy program by July 1, 2024, if determined beneficial to ratepayers, requiring all electrical corporations to participate and allowing community choice aggregators and electric service providers to opt in or out by notifying the commission.

Community renewable energy program must ensure at least 51 percent of capacity serves low-income customers, provide bill credits based on avoided costs, and prohibit costs from being charged to nonparticipating customers beyond avoided costs.

Construction of community renewable energy facilities must comply with prevailing wage requirements for workers, including payment at the general prevailing rate and maintenance of payroll records subject to Labor Commissioner enforcement.

Commission must prioritize federal and state incentives, including enhanced federal investment tax credits for low-income projects, and submit annual reports to the Legislature on program deployment and low-income customer participation.
