Establishes a pilot program under the California Health and Human Services Agency to direct funds to primary care clinics providing reproductive health care services in 5 counties representing different state regions (rural north, urban north, central, rural south, and urban south).

County selection criteria include number of primary care clinics, average resident income, languages spoken, and likelihood of nonresidents traveling for reproductive health care services.

Requires participating clinics to implement at least one of three activities: staff training on reproductive justice and trauma-informed care; improved language translation services for non-English and nonthreshold language speakers; or partnerships with local support centers for wraparound care addressing homelessness, domestic violence, and economic hardship.

Participating clinics must submit annual reports to the agency by December 1, 2024 and December 1, 2025 detailing efforts and progress on required activities.

Agency must report to the Legislature by June 1, 2026 on program efficacy and evaluation metrics; pilot program expires January 1, 2028.
