Limits the exclusion for brief locked room confinement of juveniles in facilities to no longer than 2 hours, down from an unspecified duration.

Requires minors and wards confined in juvenile facilities to have reasonable access to toilets at all hours, including during normal sleeping hours.

Maintains existing restrictions on room confinement use, including requirements that it not be used for punishment, that less restrictive options be attempted first, and that documentation and superintendent authorization be obtained for extensions beyond 4 hours.

Exempts room confinement restrictions during extraordinary emergencies (natural disasters, facility-wide threats), communicable disease isolation, and required extended medical care with physician approval.

Effective September 29, 2022; provides that state reimbursement to local agencies for increased costs shall be made pursuant to existing state mandate procedures.
