Prohibits the Insurance Commissioner and commissioner appointees from making "covered communications" with interested parties unless the communications are disclosed and published on the department's website within seven days.

Defines "covered communications" as oral or written communications about matters within the commissioner's jurisdiction that occur outside public hearings or official proceedings, with specified exceptions for internal staff communications, procedural matters, and communications with other government agencies.

Requires the Department of Insurance to adopt standard disclosure forms and publish all reported covered communications quarterly on its internet website.

Prohibits the commissioner from making or influencing decisions on matters involving undisclosed covered communications, with violations subject to civil fines up to $7,500 plus attorney's fees and costs.

Repeals these provisions automatically on January 1, 2025.
