Reduces the timeframe for insurance companies to request a salvage or nonrepairable vehicle certificate from 30 days to 15 days following oral or written acceptance of a total loss settlement offer.

Changes the documentation requirement from proving at least 2 attempts to obtain the certificate of ownership to simply attesting that the requester attempted to obtain it.

Specifies that attempts to obtain the certificate of ownership must be provided concurrently with claim payment or through first-class mail, certified mail, other commercially available delivery services showing proof of delivery, or electronic mail.

Applies the revised requirements to both total loss salvage vehicles under Vehicle Code Section 11515 and nonrepairable vehicles under Vehicle Code Section 11515.2.
