Adds "status as a peace officer" to the list of characteristics that can trigger hate crime penalties under California Penal Code Section 422.55

Defines peace officer according to Section 830 of the Penal Code and applies this definition statewide unless other law explicitly requires a different meaning

Requires local law enforcement agencies to report hate crime information to the Department of Justice and provide brochures to victims and the public that include the new peace officer status category

Exempts the state from reimbursing local agencies for costs related to creating or changing the definition of crimes, but allows reimbursement if the Commission on State Mandates determines other state-mandated costs exist
