Requires cities and counties to identify zoning designations allowing emergency shelters as permitted uses without discretionary permits, including navigation centers, bridge housing, and respite care facilities.

Emergency shelters subject only to specific written objective standards including maximum occupancy, parking, intake areas, onsite management, proximity to other shelters, length of stay, lighting, and security.

Sites for emergency shelters must be vacant and zoned residential, vacant and zoned nonresidential near services for homeless persons, or nonvacant sites suitable for shelter use, with capacity calculated at minimum 200 square feet per person.

Requires each jurisdiction to accommodate its remaining unmet share of regional housing need plus any unaccommodated portion from prior planning period throughout the planning period.

Prohibits reducing residential density on parcels identified to meet current or prior period regional housing need unless local government makes written findings supported by substantial evidence that remaining sites adequately meet housing needs and general plan consistency.
