Authorizes public institutions of higher education established by states other than California to apply for and obtain approval to operate through the Bureau for Private Postsecondary Education based on their accreditation.

Upon obtaining approval to operate, out-of-state public institutions are subject to regulation and provisions of the California Private Postsecondary Education Act as if they were private postsecondary institutions.

Permits the bureau to adopt emergency regulations to implement the bill's provisions, with emergency findings automatically deemed satisfied.

Defines "public institution of higher education" as an institution established by a state other than California.

Specifies that no state reimbursement is required because the bill only changes criminal penalties or definitions related to crimes.
