Establishes the Community Economic Resilience Fund Program within the Employment Development Department's Workforce Services Branch to support economic recovery from COVID-19 and transition to a carbon-neutral economy.

Requires the Inter-Agency Leadership Team (Labor and Workforce Development Agency, Office of Planning and Research, and Governor's Office of Business and Economic Development) to develop policies connecting grant funds to high road training partnerships, apprenticeship programs, and workforce initiatives across multiple sectors including housing, transportation, energy, and broadband.

Mandates high road transition collaboratives include balanced representation from labor, business, community, government, and other stakeholders that reflects the region's people and economy, and requires collaboratives to engage with local and regional planning efforts.

Requires the Workforce Services Branch to make copies of all reports publicly available on Inter-Agency Leadership Team agencies' websites within 30 days of submission.

Authorizes reserving a portion of grant funding for planning and implementation grants to Native American tribes with maximum flexibility in fund use for tribe-led economic development projects.
