Increases Board of State and Community Corrections membership from 13 to 15 members effective July 1, 2023, adding a licensed health care provider and a licensed mental health care provider, both appointed by the Governor and subject to Senate confirmation.

Requires the board to develop and adopt regulations by July 1, 2023 establishing minimum standards for mental health care in local correctional facilities that meet or exceed National Commission on Correctional Health Care standards.

Mandates correctional officers receive at least four hours of annual in-service training on mental and behavioral health, and requires officers to be CPR-certified and authorized to begin CPR on nonresponsive persons without supervisory approval when safe and appropriate.

Requires mental health screening at booking or intake to be conducted by a qualified mental health care professional, with any non-professional screenings reviewed by a qualified mental health care professional as soon as reasonably practicable.

Establishes requirements for safety checks of incarcerated persons, random audits of safety checks by jail supervisors, and review of medical and mental health history for persons booked or transferred into jails.
