Requires Caltrans to establish an inventory of wildlife connectivity needs on the state highway system by July 1, 2024, identifying where wildlife passage features could reduce collisions or enhance connectivity, with updates required at least every 2 years.

Mandates Caltrans to assess transportation projects in connectivity areas that add traffic lanes or significantly impair wildlife connectivity beginning July 1, 2025, and remediate barriers to wildlife movement in conjunction with those projects.

Establishes the Transportation Wildlife Connectivity Remediation Program to fund standalone wildlife connectivity projects across transportation systems in connectivity areas upon legislative appropriation.

Requires Caltrans to update the Highway Design Manual and other design guidance by July 1, 2025, to incorporate wildlife passage feature designs and related specifications.

Requires Caltrans to submit a progress report to the Legislature by July 1, 2028, describing implementation status and recommendations for the wildlife connectivity requirements.
