Establishes the Zero-Emission Aftermarket Conversion Project (ZACP) requiring the State Air Resources Board to allocate up to $2,000,000 annually from the Clean Vehicle Rebate Project to provide rebates for converting eligible vehicles to zero-emission vehicles.

Limits rebates to California residents with one rebate per vehicle, capped at $2,000 per converted vehicle.

Requires eligible converted vehicles to have at least 100 miles of range and comply with manufacturer suggested retail price limits, income limits, and other criteria established for the Clean Vehicle Rebate Project.

Mandates that at least 25 percent of rebates be issued to those eligible for the Clean Cars 4 All program.

Requires the state board to coordinate the ZACP with the enhanced fleet modernization program, Charge Ahead California Initiative, and Clean Vehicle Rebate Project, with any unexpended annual funds returned to the Clean Vehicle Rebate Project.
